PCSO TRESPASS PROGRAM PROTECTS PROPERTY OWNERS AND PROMOTES COMMUNITY SAFETY
PUTNAM COUNTY, TN- Approximately 4 years ago, Sheriff Eddie Farris implemented a Trespass En-
forcement Program. This program allows participating businesses and private property owners to author-
ize PCSO to address trespassing on their properties. Individuals initially receive a trespass notice in-
forming them that they are prohibited from returning. Those who return after receiving notice will be
arrested for Criminal Trespassing.
On Monday, October 5, 2026, PCSO Deputies responded to a report of a possible homeless camp lo-
cated at 1187 W. Jackson Street, a location that is participating in the Trespass Enforcement Program.
Deputies made contact with 3 individuals and issued trespass notices. 2 of those individuals were found
to have outstanding local warrants and were taken into custody.
Daniel Clark was arrested on an active Juvenile Instanter Capias. Clark has a bond set at $200 and a
court date of October 6, 2026.
Brian Carlton was arrested on two active Violation of Probation warrants with his original charges be-
ing Unlawful Drug Paraphernalia Uses and Theft. Carlton is being held with no bond and has a court
date of October 7, 2026. Carlton is also a Registered Sex Offender.
These arrests followed 2 separate trespassing calls on Friday, October 2, 2026, at participating busi-
nesses located at 957 S Jefferson Avenue and 115 S Willow Avenue. Deputies determined through tres-
passing history that the individuals involved had been issued trespass notices before.
Bernadette Brown and Ann Waterson were both taken into custody and charged with Criminal Tres-
passing.
Sheriff Eddie Farris said, “This program is a necessary part of keeping Putnam County safe and protect-
ing the rights of our business and property owners. Before we established this program, larger cities
transported homeless individuals into our community, leaving Putnam County to address this problem.
We cannot allow our businesses and private properties to become places where unauthorized activity
goes unchecked. This allows us to hold individuals accountable when they return to properties after be-
ing told to leave.”
