OPERATION PROTECTING PUTNAM
PUTNAM COUNTY, TN—Sheriff Eddie Farris announced today the successful launch of a county
wide drug enforcement operation titled “Protecting Putnam County.” This operation follows months of
in-depth investigations conducted by the Putnam County Sheriffs Office (PCSO) Narcotics Division.
This operation was executed by PCSO, the Federal Bureau of Investigation (FBI), the Drug Enforcement
Agency (DEA), the Tennessee Bureau of Investigation (TBI), the Tennessee Highway of Patrol (THP),
the Tennessee Army National Guard Counter Drugs Division, and the Tennessee Department of Correc-
tions (TDOC) Warrants Division.
On Monday, July 6, 2026, the Putnam County Grand Jury indicted multiple individuals on a range of
felony drug charges.
Sheriff Farris said, “Every person arrested in this operation made the choice to be involved in illegal
drug activity. There is no excuse for that kind of behavior, and we will continue working alongside our
state and federal partners to ensure those responsible are brought to justice. Our message is clear: if you
choose to deal drugs in Putnam County, expect to be investigated arrested and prosecuted to the fullest
extent of the law.”
Today on Thursday July 9, 2026, multiple active arrest warrants were served on multiple individuals liv-
ing in Putnam County. 22 individuals were charged, and several types of illegal narcotics and firearms
were discovered and seized during these investigations.
The following subjects were arrested and charged:
• Britinie Leshay Campbell – Age 27, charged with 4 counts of Manufacture, Delivery, and Sell
of Methamphetamine. She has a bond set at $50,000 and a court date of September 10, 2026.
• James David Cooper – Age 50, charged with 4 counts of Manufacture, Delivery, and Sell of
Methamphetamine. He has a bond set at $75,000 and a court date of September 10, 2026.
• Christopher Willard Fraizer – Age 48, charged with Manufacture, Delivery, and Sell of Meth-
amphetamine. He has a bond set at $150,000 and a court date of September 10, 2026.
• Tabitha Lynn Guffey – Age 34, charged with 2 counts of Manufacture, Delivery, and Sell of
Methamphetamine. She has a bond set at $75,000 and a court date of September 10, 2026.
• Roger Hayes – Age 59, was arrested and charged with 4 counts of Manufacture, Delivery, and
Sell of Schedule II Drugs. He has a bond set at $75,000 and a court date of September 10, 2026.
• Beth Mariee Jones – Age 49, charged with 7 counts of Manufacture, Delivery, and Sell of
Methamphetamine. She has a bond set at $75,000 and a court date of September 10, 2026.

• Brent Tommy Jones – Age 32, charged with 2 counts of Manufacture, Delivery, Sell of Sched-
ule II Drugs and Manufacture, Delivery, Sell of Fentanyl. He has a bond set at $100,000 and a
court date of September 10, 2026.
• Justin Wallace Jones – Age 34, charged with 2 counts of Manufacture, Delivery, and Sell Man-
ufacture. She has a bond set at $75,000 and a court date of September 10, 2026.
• Jefferey Allen Kirby Jr – Age 40, charged with 4 counts of Manufacture, Delivery, and Sell of
Methamphetamine and Possession of Drug Paraphernalia. He has a bond set at $50,000 and a
court date of September 10, 2026.
• Bonnie Lyell – Age 71, charged with 4 counts of Manufacture, Delivery, Sell of Schedule II
Drugs. She has a bond set at $50,000 and a court date of September 10, 2026.
• Tosha Marie Murphy – Age 46, charged with 2 counts of Manufacture, Delivery, Sell of Meth-
amphetamine. She has a bond set at $75,000 and a court date of September 10, 2026.
• Cathy Davis Price – Age 65, charged with 6 counts of Manufacture, Delivery, and Sell of Meth-
amphetamine. She has a bond set at $75,000 and a court date of September 10, 2026.
• Kevin James Scheaffer – Age 43, charged with 2 counts of Manufacture, Delivery, Sell of
Methamphetamine. He has a bond set at $75,000 and a court date of September 10, 2026.
• Michael Lee Swallows – Age 37, charged with 4 counts of Manufacture, Delivery, and Sell of
Schedule II Drugs and 4 counts of Fentanyl. He has a bond amount of $75,000 and a court date
of September 10, 2026.
• Alex Dailey Thomas – Age 58, charged with Maintaining a Dwelling for Drug Use. He has a
bond set at $40,000 and a court date of September 10, 2026.
• Gilbert Wennerstrom – Age 68, charged with 4 counts of Manufacture, Delivery, and Sell of
Methamphetamine. He has a bond set at $75,000 and a court date of September 10, 2026.
The following subjects were already incarcerated and additionally charged with:
• Candice Lindsey – Age 29, charged with 2 counts of Manufacture, Delivery, and Sell of Co-
caine. She has a bond set at $75,000.
• Stephanie Hill – Age 34, charged with 4 counts of Manufacture, Delivery, and Sell of Metham-
phetamine. She has a bond set at $75,000.
• Cynthia Flanigan – Age 49, charged with Manufacture, Delivery, Sell of Methamphetamine.
She has a bond set at $75,000.
• Brittany Clouse – Age 34, charged with 4 counts of Manufacture, Delivery, Sell of Metham-
phetamine. She has a bond of $75,000.
The following were found to have active warrants, unrelated to the indictments, during this operation.
• Abigail Litwin – Age 33, active warrant out of Smith County, TN.
• Alexis Marie Sellgren-Feliciano – Age 32, two Juvenile Capiases with a bond set at $841.
